Google is still continuing to give websites penalties that are not mobile friendly. The reason for this is the dramatic increase in mobile browsing from smartphones. Google aims to show you the most relevant result first. If that result results in a poor browsing experience for you then Google will penalise that particular website and drop it to page 2 or page 3 as it is not the best most relevant result. You will see that many site that were developed between 1999 and 2010 are not mobile responsive.
